Telefónica drives ISBE, the new Blockchain infrastructure for Spain

At Telefónica we’re contributing to the rollout of ISBE, the Blockchain Services Infrastructure of Spain. This initiative is designed to offer a decentralised and sustainable platform tailored for business and government applications.

ISBE is being developed as a national, interterritorial, general-purpose Blockchain network aligned with the European Blockchain Services Infrastructure (EBSI), enabling companies and public administrations to deploy and operate their own nodes and interconnected networks. The initiative is led by the Community of Madrid and the Alastria consortium under the Recovery, Transformation and Resilience Plan, and is funded by the European Union’s Next Generation funds.

As a founding member of Alastria—the consortium driving Blockchain adoption in Spain, with over 500 member organisations—Telefónica has played a key role in the design and deployment of ISBE, bringing in our technical expertise and capabilities to ensure the project's viability and success.

The technical and operational challenges of this infrastructure will be addressed through an inclusive governance model, involving public institutions, technology companies, private organisations and end users. All participants will both contribute to and benefit from ISBE’s services, moving towards a sustainable operational and financial model for the network starting in 2026.

ISBE aims to become a cornerstone of Spain’s digital transformation and a catalyst for the mass adoption of Blockchain by 2026. Its design aligns with European regulatory frameworks, including eIDAS2, GDPR and MiCA, and is built on key principles such as interoperability, sovereign digital identity, energy efficiency and reusable services.

With the launch of ISBE, Spain establishes itself as a European pioneer, poised to lead a new era in Blockchain adoption—driving innovation across sectors and building a robust and reliable digital infrastructure.
