At Telefónica Tech, we have developed and integrated the intelligent system TEMIS to modernise legal management at the General State Attorney’s Office, following the contract awarded to Telefónica in 2025. With this artificial intelligence-based solution, we enhance efficiency in accessing and analysing key legal information, enabling more agile and accurate decision-making.

We have built TEMIS in collaboration with IBM and integrated the solution into the institution’s catalogue of digital services. Based on the artificial intelligence technology of the IBM watsonx platform and deployed on IBM cloud infrastructure, the system enables users to locate relevant legal documentation and related case records, identify comparable cases and analyse relevant similarities and differences. In this way, professionals can rely on well-founded precedents to prepare their responses more quickly and accurately, without compromising professional legal supervision.

The solution has been designed to scale progressively and manage large volumes of legal documentation, adapting to different areas of work within the organisation as its needs evolve. In addition, we have configured TEMIS to operate exclusively with anonymised information or information from which identifying data has been removed, ensuring secure use aligned with the regulatory framework applicable to the Public Administration.

With this project, at Telefónica Tech we reinforce our commitment to responsible and governed Artificial Intelligence aimed at delivering tangible impact in the public sector, providing advanced natural language processing capabilities that transform the way legal knowledge is structured and understood.

The project will be presented on 2 March at IBM’s stand during Mobile World Congress (MWC), where we will share further details on TEMIS and its impact on public sector digital transformation.
