As part of the Population Mobility Data (PMD) pilot, Telefónica Tech (VMO2) provided anonymized mobile data through the national contract with the Geospatial Commission. The customer used this data to perform retrospective analysis on international arrivals in the UK, identifying communities potentially exposed to health risks. One of the main use cases was the analysis related to the Mpox clade (monkeypox) outbreak, where mobility patterns helped prioritize epidemiological surveillance. This work was presented at the UKHSA Conference 2025 as an example of effective collaboration between the public sector and mobile data providers.

Success story highlights

Health risk assessment through mobility analysis

Mobile data enabled the detection of traveler arrival patterns from Europe, facilitating the identification of communities with higher potential exposure.

Validation of commercial data at no cost

The customer was able to assess the added value of different commercial data sources at no associated costs, optimizing public investment.

Empirical basis for designing surveillance strategies

Use of robust historical data informed health planning decisions and preparedness for future threats.

Collaboration across departments for population analysis

The pilot promoted joint collaboration between the UK Health Security Agency (UKHSA), the Geospatial Commission and other agencies around common use cases and complementary analysis.

Analytical support in the response to the Mpox outbreak

Data contributed to contextualize relevant mobility factors in the analysis of the outbreak, improving the targeting of public health responses.

What they say about us

“The Data Innovation and Acquisition Team presented a use case at the UKHSA 2025 Conference in Manchester highlighting the successful collaboration between Telefonica Tech (VM02) and UKHSA for telecommunications data delivered. It was an excellent opportunity to display the value of the data provided to us and how it contributes to the analysis developed by UKHSA.”
