We assisted the UK Ministry of Housing, Communities and Local Government (MHCLG) through our Mobility Insights solution (O2 Motion) by providing anonymized and aggregated mobility data based on mobile network usage for two key consultations of the UK's Devolution Priority Programme.
The data allowed the Ministry of Housing, Communities and Local Government (MHCLG) to understand travel patterns between regions, identifying self-sufficiency in the daily mobility of citizens. The analysis was directly cited in the public consultations for the regions of Cheshire and Warrington (75% of internal travel) and Hampshire and the Solent (85% of internal travel), as evidence of territorial cohesion and the need for specific regional strategies.

Use case highlights

Support for regional planning with real evidence of mobility

Mobility Insights data provided an accurate and up-to-date view of how citizens move around in the regions studied, facilitating decisions based on empirical evidence.

Use of anonymized mobile data in compliance with regulations

The solution guaranteed total anonymity and compliance with data protection legislation, validating its use in public and government environments.

Up-to-date data reflecting post-COVID mobility

The analyses are based on data from 2022–2023, providing an accurate snapshot of citizen behavior in the new normal.

Validation of territorial cohesion in devolution processes

The high proportion of internal displacements was key to justifying the strengthening of regional competencies within the devolution process.

Public-private collaboration in favor of territorial policies

The project shows how the technological capabilities of the private sector can be effectively integrated into public governance processes.
