The Lancashire and South Cumbria Secure Data Environment (SDE) is a digital platform that securely stores fragmented health and care data from multiple hospitals. It enables information analysis for research and planning purposes, supporting the primary goal of the healthcare system: prevention.
This initiative leverages advanced technologies like Microsoft Azure, Azure Data Factory, and Databricks to enable comprehensive data analysis and research. The SDE supports the Lancashire and South Cumbria Integrated Care System (ICS), which includes several NHS Trusts.
By facilitating early risk identification, developing effective treatments, and ensuring timely interventions, the SDE enhances patient care and public health. The program addresses data integration challenges highlighted by the Goldacre Review, ensuring compliance with national standards and improving healthcare delivery efficiency.

Case study highlights

Enhanced data integration and accessibility

The SDE program has successfully integrated fragmented healthcare data across multiple systems, providing a unified platform that supports both clinical operations and research. This integration has improved data accessibility and enabled comprehensive analysis, leading to better-informed healthcare decisions and improved patient outcomes.

Supporting improved patient outcomes and public health

By providing insights into population health, the SDE helps identify risks early and supports the development of effective treatments. This ensures timely interventions that improve patient outcomes and overall public health, aligning with the healthcare system’s goal of preventing illness before it starts.

Scalable and repeatable model for NHS Trusts

The collaboration with Telefónica Tech has provided a repeatable model and best practices that can be rolled out across other regions of the NHS. This model addresses technical challenges and considers legal, governance, and ethical aspects, ensuring a comprehensive approach to data management.

Accelerated strategic decision-making

The rapid establishment of a regional data platform has accelerated strategic decision-making and planning. The platform has harmonised 2.3 million electronic patient records, covering the entire care journey of many patients over the past 15 years, providing an invaluable resource for researchers and healthcare providers.

Recognition and leadership in data Harmonisation

The success of the SDE program has positioned Lancashire and South Cumbria SDE team as leaders in data harmonisation within the NHS. The Trust’s work has been recognised with the Health Data Research UK (HDR UK) Team of the Year Award, highlighting the significant impact on health data science and patient care.

What they say about us

“Together, we recognise the pressing need for a robust and unified data platform; our focus has therefore been on consolidating systems to better serve both clinical operations and research. This work and the success had so far are crucial in building momentum to scale within the region and UK wide.”
